Id say try running all fans at near maximum for a test - the amd stock cooler should actually help in this situation, and set the windows power plan to either windows balanced or ryzen balanced. Otherwise, what's the cooling situation, what case, how many fans, etc? Well, im not sure what to do tbh, you could try getting these heatsinks they're talking about, it can't hurt i guess. Even before we hit the 12-core Ryzen 3900X, the Ryzen 7 3700X is 1.13x 1.16x faster than the 2700X and 1.05x 1.1x faster than the Core i9-9900K. I don't, but i can imagine it being a bios setting perhaps. You can try cpuz benchmark, its really quick, but should give you a good alternative reference.
